Good Places to Eat Near the Hill, Plus a Guide to the Best Pub Food and Where to Shop at Eastern Market.

Thomas Head’s first job as a restaurant critic was reviewing Capitol Hill restaurants for Roll Call.

In the 1860s, the best place to eat on Capitol Hill was Downing’s. And it was in the Capitol building itself.

The owner was George T. Downing, “a gentleman of color” whom a visitor described as having “the most elegant manners to be seen in the Capitol.” His bill of fare, the visitor continued, “contains every delicacy of the season, and his dishes are served in a style which would shame Delmonico himself.”

Now the feeding of members, visitors, staff members, and Capitol Hill residents is shared among at least a dozen eating places in the Capitol complex, plus lots of eating establishments in restaurant rows along Massachusetts and Pennsylvania avenues. They range from smoky pubs to elegant establishments that Mr. Downing might approve of. Here’s our guide to the best eating on Capitol Hill. A three-course meal with appropriate drink, tax, and 15-percent tip priced at $50 or less for two people is inexpensive; $51 to $100 is moderate; and $101 to $175 is expensive.
